The Parks and Recreation budgets are top-heavy on personnel salaries resulting in a small percentage of funds actually being used for the maintenance of the fields to maintain "a safe playing surface" for the ball fields.

Personnel salaries account for 68% of the allocated budgets! Because 84% of the funding for Parks and Recreation comes from the "general fund" (ie, city taxpayers), the department should place greater concern on the well-being of city residents, not special interests such as a junior college which contributes little to no funds to the City (other than a permit) for use of the baseball field.

Only 7% of the Parks and Recreation "maintenance" budget actually goes to improvement of the the "athletic fields". This may be the reason why the playing surface for the baseball field is in such disrepair that all players are at continual risk of injury when using it.

ps. Installing a new fence or putting up a new scoreboard does not improve the playing surface. Such wasteful use of public funds reflects a department that can not prioritize repairs, or simply does not care about the health of those who...
