As of today they are getting ready for the Poppy Festival on the 21 and 22 of April . I have a dog that can bring me my inhaler when I can't breathe this so called Park Ranger or he may have been a wannabe he had told me that I couldn't take her in the restroom with me as I needed to wash my hands He came into the bathroom and I told him this is not coed so get out he said u are not to bring her in here I told him she was my service dog and he wanted to see papers I told him he can not ask for them I then walked out.. Why do this kind of people think they are better then everyone could it be because he had a Park Ranger uniform on and thought he had authority. If he wanted respect he should show respect . I think I will be visiting City Hall come Monday and talking to the person in charge if I am not satisfied with that turn out I will be visiting the Mayor . As for the park it's self it's ok but there has been a lot of scanless people that come here and just trash it. Most of the community workers work hard to make it look nice but some of them go to the far corner and just stand there shooting the BS with their co workers. No one check on them to see if they are actually working and they still get there hours for being there .... Must...

Besides the teenagers taking degrading photos of themselves and on top of the newer horse statue. Id say it's a Pretty friendly park to go for a stroll. I would call it the baseball park instead of Steve owen though. Walking around the whole park you see a few people in cars smoking weed, each field having baseball practice, a couple people on the 1 basketball court, a few homeless with shopping carts, some empty beer cans littering the parking lots here and there, Lots of families and kids on the 1 big playground that features rocks to climb, acouple bbq's going, some couples on the grass with a blanket, some loners sleeping, the occasional cop driving through the street that goes down the middle of the park, and a dog walking zone tucked in the back along the freeway with poles containing waist bags for your pets. The YMCA is located here with kids swimming inside the building and kids outside with foam swords with what looked to be amateur fencing or ninja class. Overall I would come back but always maintain your awareness because anything could and probably will happen in this park eventually if...

This place used to be Lancaster City Park. However, when deputy Steve Owens was murdered by a convict. In his Honor of remeberence, the city decided to dedicate and name the park after him. Also this place is where every year on the fourth Saturday in April they have the poppey festival. Not sure why, because poppies are considered as illegal substance if ingested or used in another fashion If you get my smoke signals. Also during the spring and summer it is a local hangout for all types of people. They even implemented The YMCA with a gym and even indoor swimming pool. There are lots of tennis courts and practice wall, If like to play by yourself. It comes complete with a few basketball goals, and a batting cage. But to be fair it is equally given soccer like about ten...

Fun playground for all ages. 8 swings (2 are for babies, 2 big kid/ regular swings, 4 are the large plastic inclusive swings), multiple slides, climbing stuff, baby stuff, music, turf hill….. there is a lot! Huge park with lots of shade, trees, many volleyball, tennis, baseball, and basketball courts, picnic tables and barbecues. Lots of people take their dogs here. There are washrooms by the playground. There are murals and the grounds are kept nicely. It is by a large bus terminal and YMCA, which also means there is tons of parking. Lots of potential but many things are broken; the batons for playing the music, the logs for climbing on, and holes in the rubber ground. It is also very dirty with handprints are hand dirt.

It is across the street from a fairly large gas station that packs water, snacks, etc. Cons: The bus stops are never on time and consistently running out of sync with the schedule. Makes it difficult for me to get to work on time. And the occasional acts of ignorance amongst those who take the buses but nothing too bad at this area! They should refill the vending machines though.
