This is a beautiful garden that it is open to the public. I've seen reviewers complain about rules at this park but I don't think the rules that they impose are really a problem unless you're a squatter or you just enjoy doing whatever you want and hate rules
The rules in place basically make this a good place to visit and not a place for picnics, yoga on the lawn, or camping of any kind. This is a place to come and sit down on benches and just think or meditate if you want. Most people that come here walk around for a short hike and see the sights the plants the trees and the View.
You can bring a dog here but make sure you have a leash and you re actually using it. There's no cost but they do have a donation box which is recommended that you put some money in to help support them keeping this open to the public and maintained.

I saw a newspaper article about an old estate, in the Dunthorpe neighborhood, that had recently been listed for sale. The estate had been bequeathed to a religious organization 60yrs ago with the stipulation that its English gardens were to be open to the public. The gardens of the bishop's Close or the Elk Rock Garden is thus open to the public, M-F 8am-5pm. No weekends? I sensed a secret attraction that did not want to be found.
It features stone paths, hedges and shrubs that you find in an English garden style. My favorites were the century old trees, the views of the Willamette river and the serenity. This week was the first time that I've been on a rainy autumn afternoon, and the gardens didn't disappoint. Literally dripping with color, the grey skies and fog from the river made the foliage really stand out. Cyclamen are just coming into their prime, it was interesting seeing their bursts of color on the steep banks as we approached the lower portions of the garden nearer to the river. The wet weather really brings out the texture and color of manzanita as well, as moss-covered bark on the sheltered side of trunks looks precarious against the smooth earthy tones where this season's smooth skin holds sway.
