Sharing some insight as a local resident. These are the Joker steps, they are free and open to the public 24/7 since just like a roadway its part of the Bronx transportation infrastructure. No tours needed, just take the MTA 4 train to 167 St station. This is one of many "step streets" that are built around the Bronx wherever there is a high or steep incline and direct access to a street above is needed, otherwise residents would need to take a longer walk around buildings. Be careful as you visit, maybe come in a pair and not too late since some parts of the Bronx can be unsafe and local residents get annoyed with the tourist disrupting their neighborhood. Every morning on my way to work, I’m greeted by 20 tourists blocking the Joker Stairs, staring at me like I’m part of their sightseeing. They always ask, 'Please, picture please?' as if I’m supposed to stop my commute to help them take a picture... of stairs. Get a life -_-
