At about 4:00 pm on August 8, 2023, I parked at a near empty lot in front of Jack's Laundromat at 410 Bloomfield Ave. in Newark, at the edge of Bloomfield, for less than 10 minutes and came back to a man standing by my car and a red boot on my left front tire. He, and his manager who soon drove up, identified as Mark Gonzalez on his "Boot Installer" badge, insisted on $305 cash to remove the boot. In order to recover ownership of my car and be able to leave, I paid the cash. His associate then removed the boot and I drove away.
I filed a criminal complaint with the Newark Police for the theft of my car. JMV employees, under the owner James H. Lewis's direction and pursuant to a contract with Jack's Laundromat, illegally and without authorization per rule § 8:19-10, obtained my car.
Google the article on Jack's Laundromat and Parking Boot Service in North Arlington 2017. Both companies should be aware of Newark's rules since they are operating businesses there.

This business employs a towing/booting service named PBS Parking Boot Service who's practices are predatory and violate the Predatory Towing Prevention Act. They have someone sitting in the parking lot the entire time during business hours waiting for people to park there. They also charge more than the posted fee and use the excuse of conducting vehicle criminal checks which are unauthorized and illegal. On their receipt they claim the excess fee is a "relocation fee" even though your vehicle was never relocated by them If you do not have the boot removal fee on the spot, your car will be towed. So if you intended to spend $20 for your laundry, expect it to cost you $270 if you need to get money for laundry out of the ATM in Wells Fargo next door.
If this has happened to you, I suggest you file a complaint with the Department of Consumer Affairs. It only takes 2 minutes. Be sure to take pictures of the signage and your receipt so you can include it with your complaint. The woman who booted my car was extremely unprofessional and had me questioning if her service was even legit or not due to the unprofessional way she was dressed and how unprofessional her Cashapp name was when I was paying the fee.
