I moved into Portico about 18 months ago when it was practically brand new. As the building began to fill up, there were definitely a few growing pains, but overall this has become a fantastic community with impressive amenities. What I love most about living here is how dog-friendly it is. There’s a large in-building but outdoor dog area with a washing station, and the entire Brooklyn Basin waterfront is perfect for long walks. My little one even gets a treat every time she walks through the front door! The apartments themselves are modern and comfortable. Each unit has Nest-controlled heating and air conditioning, fast and reliable Wi-Fi (a previous pain point that’s now fully resolved), and Ethernet ports in every room. The kitchens feature gas ranges, solid-surface countertops, tile backsplashes, and stainless-steel appliances. There are large stacked washers and dryers in every unit, deep soaking tubs in the bathrooms, and durable vinyl plank flooring throughout. The building amenities are equally impressive. Your apartment’s Wi-Fi works seamlessly throughout the property — even in the garage. Security is excellent, with Latch keyless entry for everything from the building doors to the elevators and your apartment itself. There are secure bike rooms, nightly security patrols, and refrigerated storage in the package room for food deliveries. Other packages are stored safely in lockers accessible via the Parcel Pending app. The gyms, clubhouse, pool, hot tub, BBQs, pizza oven, business center, and lounge areas are all beautiful and take full advantage of the waterfront views. One of my favorite ways to unwind is sitting in the wine room at sunset, watching sailboats drift by. (I know this sounds like they paid me to write it — they didn’t!) That said, no place is perfect. Parking is the biggest issue. The entire Brooklyn Basin development was built with far fewer spaces than needed, and public transportation options are limited. Portico itself doesn’t have enough parking either, and the ā€œstackerā€ parking system can be complicated — I’ve seen a few incidents where parking errors triggered sprinkler floods. The other minor frustration is with package deliveries. The Parcel Pending system works great when delivery drivers actually use it, but that’s inconsistent. Occasionally, packages end up in the oversized parcel room, which can be difficult to access after office hours. Overall, though, Portico has far more positives than negatives. It’s a beautiful, secure, modern community in an unbeatable waterfront location — and one I’m happy to keep calling home.

Despite its attractive exterior, living in these apartments has been the worst experience I’ve ever had. This is Oakland, and the building reminds you of that constantly. My windows face the inner courtyard where the lounge area is located. Every evening, it turns into an unofficial smoking zone. People openly smoke weed. It’s impossible to air out the apartment — if you leave a window open in the morning to come home to fresh air, you’ll walk into a room that reeks of marijuana. People also smoke on their balconies — there’s no access to clean air. Neighbors have absolutely no respect for others or personal boundaries. No one follows the community rules outlined in the lease. People make noise and disrupt others without any concern. Loud groups regularly pass through the hallways in the middle of the night — laughing, yelling, stomping. At 2 or 3 AM, you’re being woken up because the walls and doors are paper-thin, and you hear everything that happens in the hallway. The fire alarm goes off several times a week. From what I can tell, it’s due to people smoking inside. It creates a dangerous situation — the day there’s a real fire, no one will react, assuming it’s just another false alarm. The garage is another major issue. The gates break constantly, and residents don’t close them behind them. You often have to wait just to access your own car. The parking platforms don’t work when someone parks incorrectly, which happens more often than it should. Elevators frequently smell like dog urine. Sometimes there are puddles on the floor. Now, the trash room. I took photos on June 10 and again today. The floor is sticky, boxes are thrown in without being broken down, it’s dirty, and there are shoe prints on the trash chute button — people press it with their feet. You can only go in there wearing gloves and with hand sanitizer. Counting down the days until my lease ends and I can move out.

I rarely leave negative reviews, hate to do this and definitely delete this if smoking problem will be solved. So the building is new. I really like the price, amenities, events, maintenance service, and location. But this is still Oakland, and you get people who don’t clean after themselves or their pets in the common areas, steal things from your balcony, violate parking, which can make you wait for 3 hours till someone’s car will be towed and SMOKE. This is the biggest concern for me — I have a strong weed smell in my apartment if my window is closed because people smoke in their units, and it goes to the common ventilation. If I open the window to get rid of this smell, the guys who smoke on their balconies literally all around me make the situation twice worse. Moreover you can also smell weed in the common halls and zones. Unfortunately, I have signed a contract for 18 months and I am impatiently waiting to move out of here due to my worsening asthma. If management tells you this is a smoke-free community — they are lying to you like they lied to me. They can’t enforce the rules they made in the leasing agreement, so if you don’t like it — they quote: ā€œcan’t do anything about itā€. This is the worst smoking situation in my life. (And I lived in Turkey, Indonesia and China — the most smoking countries in the world). And it wasn’t even nearly as bad as now. And to be clear, this isn’t the first time I was misled before signing the lease. Initially, I was told I will receive a promo with a 12-month lease. After all the application fees and deposit paid, they reduced promo, and when I asked why, they told me it was a mistake and I wouldn’t find a better price anywhere else anyway. So 2 choices: a smaller promo or an 18-month lease with regular promo — and that’s how I got 18 months lol. Is this legal?

From the outside, Portico Waterfront lives up to its "luxury apartment" marketing. The waterfront location, stunning views, and modern amenities promise an effortless, upscale lifestyle. However, for those who actually live here, this image is a carefully constructed facade that quickly crumbles under the weight of poor management and frustrating operational flaws. We pay a premium rent, and while the complex itself is aesthetically pleasing—earning it two stars—the daily experience of living here is deeply disappointing.

The problems often lie not in the building's design, but in preventable operational shortcomings, especially concerning the parking and maintenance.

The Nightmare of Automated Parking Stackers

The automated parking stackers, a necessary evil for high-density parking, are a constant source of stress and potential disaster. There is a glaring lack of thorough resident training on their proper use, which inevitably leads to accidents. We've already seen the serious consequences of this negligence: a resident crashing too far and causing significant flooding in apartments.

Even more concerning is the subsequent response to the water damage. As someone with experience in water and mold restoration, I can state with confidence that the repairs were a simple "face-lift." They addressed the visible damage without proper investigation into the sub-surfaces to check for moisture, which is a critical step in preventing long-term mold issues. This corners-cutting approach sacrifices resident health for a quick fix, and it's frankly unacceptable for a high-end complex.

A Free-for-All with Stacker Remotes

The parking issues are compounded by a lack of courtesy and a flawed system with the stacker remotes. Neighbors freely push their clickers to cut others off, demonstrating zero regard for the queue or for those who have been patiently waiting. Worse, the programming seems faulty, with one clicker sometimes opening a different stacker entirely. This causes completely innocent residents to be wrongly accused of not shutting their stacker, leading to unnecessary neighbor disputes. The system encourages selfishness and needs to be completely re-evaluated for fairness and functionality.

Non-Existent Management Responsiveness

Perhaps the most pervasive issue is the management team. The front-facing image of a "warm, caring staff" is a joke to current residents. Managers are slow to respond, often taking an unreasonable amount of time to update residents on critical information that affects our daily lives and safety. The entire property is poorly run, suggesting a significant lapse in communication and responsibility at the managerial level.

The Bottom Line:

Portico Waterfront is a textbook example of a luxury product that is poorly operated. You are paying top dollar for location, views, and amenities, but you are buying into a system plagued by avoidable problems, substandard maintenance, and non-responsive management. Until management addresses the systemic failures in parking safety, repair protocol, and resident communication, I absolutely would not recommend living here. I am a current resident. I have reviewed Portico, Oakland once before when I first applied for the property. I gave a 5 star review since I was very pleased w the property, and especially w the staff. I still am. This review is strictly for the Lift parking service which is very reasonable ($125 monthly). Each lift parking section comes w a roll up gate that could be opened w a remote control or at the stationary control box at ends of ea. section. Unfortunately, if something goes wrong w the system, you can’t open the gate to get your car which is very stressful when you really need your car during after hours. There is an emergency number you can call to get help and that where the problem is. It usually takes long (1-2 hours) to get help unless the mechanic person is on site fixing another section somewhere. The after hours staff members do not have a lot of control, and all they can do is to put in work order. They can’t provide you anytime frame you will be contacted. The first time it happened, I waited for 45 min or more for someone to contact. After a long wait without clear info., I took the Uber which was fine, but I would not be able to do that if the trip was for out of town. I wished I was told the wait would be long so I could do Uber sooner. I write this review in hope it reaches the owner and she or he would provide a permanent solution for the lift parking issue. Since this issue happens quite often, it would be helpful 1/ to have someone checking the lift parking 24/7 either by installed camera or by patrolling every hour or two, and getting the mechanic to fix the problem promptly without waiting for residents to call. 2/ Designate a hot line just for the lift issue would be essential to fix the problem in a timely manner. 3/ After hours staff should have the mean to communicate better about the time frame when residents could receive help. ā€˜We don’t know when’ is not a comforting answer to provide one under a stressful situation. The response should be something like ā€˜Someone will contact you within 15 min to let you know the approximate time our mechanic person will arrive’, and if the time frame will exceed 1 hour, inform and offer resident rental car, Uber options w reimbursement. Again, this might not work if someone needs a car to get out of town, so it’s best not to wait for the problem to happen to fix. Monitoring the lift 24/7 is the most efficient way of handling the issue. I like to thank Derrick, the property assistant manager who replied my email right away after I failed to find out any helpful info. Fr the after hours staff. It makes a big difference when you know the approximate time help arrives and it also provides you the opportunity to go ahead w plan B if the wait will be long for...
