Hotel Cesar is a decent experience in the city center of Tijuana. Stop here if you don not like city centers, noise from street/music, and so on. If you do, read on. The rooms are IMMACULATE. Housekeeper ADELE was so helpful, attentive to details, and hard-working. There are NO ELEVATORS, so stop if you can't navigate these, but don't blame the hotel. This is an older building, but again, well-maintained. The price is $70 and up on the weekends, and nearly half that for week days. The Cesar Restaurant is connected to the hotel and is delicious--known for it's Cesar salad!!
