I know this is a long ass review but please read if you're considering living here.
Terrace View is by far one of the worst places to live. Don't let the size and easily recognized name fool you. Just because a lot of people live there doesn't mean it's a good place to live. I've lived here for two years and they've succeeded in getting me more and more pissed off every year. Here's a list of problems with Terrace View:
They have a contract with Access Media 3. They say that DirecTv is available for internet but in fact the only thing DirecTv did for Terrace View was give them a slightly more reputable name to cover up Access Media. Access Media is still the company that provides you internet and they are the ones you call when you have a problem. Access Media has an F rating from the better business bureau. They are complete trash. TV has a contract with AM3 says only AM3 is available to residents. So, AM3 has a monopoly on TV and they know it. I pay $50 a month for 20mbps download speed internet. They know that most students simply get their rent from their rich parents so they take advantage of it and jack the prices up to essentially robbery level. Further more, their customer service is complete trash, worse than Comcast (and that's almost impossible). Terrace View does business with AM3 so they are guilty by association.
They are misleading. They advertised to us last year that DirecTv was coming to TV. They exclaimed crowd pleasing messages on signs and emails like "you spoke, we listened! DirecTv internet is now available!" (that's literally word for word from an email I got from them. They sent that out because of the incredible anger and number of complaints they got about AM3. But as I ranted about earlier, DirecTv was only a name to cover up AM3.
Their buildings are old as hell (built in the 60s I believe). Normally that doesn't matter except it does in this case. Literally every step i or someone else takes in my building can be heard. The floors are unbelievably creaky. The floor is creaking as I sit in my chair and write this review right now as a matter of fact. Beyond this, the doors and windows are drafty and not well insulated so you end up paying more for heat and AC than you normally would.
Their lack of accountability. We pay for internet through our rent. We didn't have internet for literally the first month of school. My friend would get home from work at 9pm and have to walk to the Village to do her homework at a friend's house. I called and furiously complained I don't even know how many times for the next month. All I asked was for my money back and they never gave it to me. All they did was push the problem off to someone else that "wasn't currently available."

   Read moreIf I could rate 0 I would. Run far far far away from here. I drove 4 hours to put a deposit on a 2 bdrm apartment, they called me the next day and said I didnât get it. After I expressed concern about not wanting many roommates they moved me into a 3bdrm and said that way Iâd only have two roommates. My roommates told me they planned to have their girlfriends live with us off the lease. When I called terrace view to make them aware that I was not paying $750 to have 4 roommates, they said theyâd solve the problems. My two roommates then told me they were going to add their significant others to the lease. I called terrace view to prevent this as I was never supposed to have even three roommates when I applied. I then had to contact the city and recontact terraceview, as terrace view is not zoned to have that many people in the apartment. When I brought this up with terrace view it took several days and when I talked to a manager she had an attitude and said they were zoned. I then had to recontact the city and have the city call them. After the city called them, they told my roommates I had been removed from the apartment (but didnât tell me) and told me that they had told my roommates they would no longer be allowed to bring their girlfriends. They moved me into a not as nice apartment that had 2 roommates, when Iâd they had really told the girls they couldnât have their girlfriends, I still wouldâve been with 2 roommates in the nicer apartment. When I asked why I was switched and told them I did not want the apartment they switched me to they refused to switch me back and said that they had switched me because I had said I didnât want so many roommates, but the amount of roommates wouldâve been the same either way. I had to call corporate to get out of my lease, but their corporate phone number isnât available on any of their websites to prevent people from calling. They then said that they were releasing me from my lease and issuing me a refund on my deposit. They said it would be to me within 4 weeks. Itâs been about 7 weeks. Iâve called over 50 times in the two weeks to try and figure out where my deposit is and ask why Iâm still receiving emails from them since my lease was cancelled. The phone was only answered once by a girl who said that sheâd have my name removed from the email list and that sheâs contact the person about my deposit and then contact me to update me. I was never updated. They have only answered the phone that once in the 50 times Iâve called and that was probably over a week ago. They ignored my voicemails. They ignored me when I emailed them. The management is awful and rude. The only helpful and nice person is the person from corporate I had to call in the first place. I have lived at Terrace View for over a year, and I can confidently say this apartment complex is terrible. You are paying way too much for the subpar experience you receive. Here are just a few of the major issues Iâve encountered:
No Hot Water for Nine Days: My unit was without hot water for nine days, rendering it uninhabitable by Virginia law. When I requested rent credit due to being unable to use my own shower, Terrace View responded by pointing to the lease, which they claim gives them 14 days to fix the issue, effectively ignoring Virginia law. They temporarily opened an empty apartment for showers, which did nothing to resolve the problem in my own unit. To make things worse, during this time, they had the audacity to send emails about renewing the lease in an uninhabitable unit.
Pest Control Issues: Be prepared to deal with every bug imaginable. I lived in my apartment over the summer and requested pest control multiple times. Either they didnât come, or they simply opened the door, shut it, and marked the request as "completed." Absolutely no follow-through.
Lack of Response to Emergency Maintenance: When the hot water initially went out, no one responded to the emergency line. In fact, no one even picked up the phone. Iâve also had issues with my closetâthere were no rods for weeks when I first moved in. Maintenance didnât address this until I threatened to drill the holes myself. Our dishwasher doesnât clean properly, and the dryer takes three hours to dry clothes. Maintenance requests were ignored.
Parking Problems: Parking is a nightmare. I paid for a reserved spot because I was recovering from ACL surgery, yet I repeatedly found other cars parked in my spot. Terrace View did nothing, forcing me to call the towing company myself. To top it off, they never hand out parking stickers on time, making the first few weeks living there a complete mess.
Disruptive Neighbors: My upstairs neighbors throw trash, beer cans, cigarettes, and joints off their balcony, all of which ends up on mine. Despite multiple complaints, nothing has been done to address this.
Unhelpful Staff: The front desk staff is completely unhelpful and seem clueless about their responsibilities. Once you get your keys, you wonât hear from them unless itâs about renewing your lease.
For $837 a month in a 3x2 apartment, you would expect at least decent living conditions.
