As a Moscow Mills taxpayer, I filed Sunshine Law requests in 2025 to resolve property line disputes behind my home at Moscow Meadows Trailer Park, tied to illegal dumping, trespassing, ect. Missouri law (§ 610.023.3, RSMo) demands prompt, complete records. Instead, the clerk sent unsigned, incomplete documents—lacking Board of Aldermen approval—and when I went to the mayor she dodged my follow-ups, claiming “undue stress” in a recorded meeting. That’s your job—answer taxpayers, not hide!
The clerk admitted in writing that city crews used our tax dollars—cleaned this private property, with the mayor confirming she called the landlord for “permission.” This misuse of funds violates § 576.040, RSMo. I wrote to the Board of Aldermen, who did nothing to address this or the unsigned documents, including Davenport’s questionable city attorney contract (§ 432.070, RSMo). When I pressed—my First Amendment right—Davenport sent an illegal cease-and-desist, accusing me of “harassment” for lawful questions. This chills free speech (Lautermilch v. Hook, 8th Cir. 2002).

Moscow Mills PD’s just as bad—total trash. Weeks after ticketing me for no lights, I yelled at an officer to turn his on at the corner at 3 in the morning. He blew me off while their patrol cruised Kathy Ave blacked out for a 1/4 mile, like a “screw you” taunt (video proof). Please keep in mind that these videos are just Snippets and they're much longer. After my Sunshine Law request to ID the driver, they spotlighted my house for several nights to intimidate me.
