Le Café des Arts is my favorite place to eat in Sancerre. There are lots of great places for different tastes and preferences, however. There is no pretention at the café. The whole staff is friendly and upbeat and any meals I've had have been great. They have a large outside dining area as well inside seating. The menu is varied in choices as well as price. Their sandwiches at 4.50€, as of this writing, are delicious and they have a variety of more formal type meals. And I'm a regular consumer of their deux boules de glace à la chantilly! It's fun to hear them ring a bell whenever somebody puts a tip in their tip jar. It's not a sophisticated place but you should enjoy the food and the light-hearted atmosphere. We wanted to sit in a covered location outside but as were 3 we were told we could not sit at a larger table, despite the outdoor part being pretty empty & it being late in the day, so they weren't expecting a rush.
