We were on a quick cruise stop and were looking for some refreshment. We sat on the terrace and ordered our drinks, and a few minutes later we were approached by a second waiter who asked what we'd like to eat. As we weren't all that hungry, and on a tight schedule, we said we'd only like the drinks but were informed that "they are a restaurant and we had to order lunch", and after our further protest that we were not informed of it by any signs, the menu, or the previous waitress, as well as that the name contains "BAR", we were told "they clearly state it on Google". One thing to note was that the restaurant was mostly empty, so it wasn't like we were hurting the business by only ordering the drinks.
After some debate among us, we did end up ordering some food. The portions were large, but with varied quality. My wife had a Greek moussaka which was tasty, but a bit too greasy. Our friends had some grilled chicken fillet with a side of fries, which was a bit bitter as it got burnt on the grill. I've had steamed mussels in lemon and parsley sauce, which I enjoyed immensely - they were fresh and well prepared.
The prices were a bit steeper, but I think that is to be expected on Paxos (the moussaka is around 15 EUR, and the mussels cost the same, which is a great price for the dish).
We had three different waiters who weren't all that professional - in addition to the incident described above, after ordering some additional sparkling water while having lunch, they brought out the bottle without clean glasses - our glasses were dirty (from cola, lemonade, and sprite) and I didn't have a glass at all, having ordered only an espresso before lunch. After explicitly asking for glasses, we did get them a couple of minutes later.
All in all, the bad rating comes from the bad service and lack of transparency - the food itself is not bad and is realistically a 4...

The port was one of our stops on our catamaran cruise and this was the best place we stopped to eat on our cruise. Our group of 4 ordered a lot of appetizers/starters to share and every one of them was incredibly delicious. The staff was very attentive to our request for more drinks. One time we ordered another bottle of wine and it was at the table in less than ten seconds (not kidding). Our group ordered almost all the appetizers offered and none of them were left after. We split the seafood orzo and mussels, both were incredible. The owner was very involved in serving us and gave us excellent recommendations and we really enjoyed talking to him about the history of how all the dishes were created and the history of the restaurant itself. The fig jam with the halloumi was simple but stunning, the zucchini fritters were incredible (and not oily as they often are), and the summer salad was to die for.
