I had the absolute pleasure of dining at Parma Cafe Restaurant during my recent visit to Budva, and I must say, it was an unforgettable experience from start to finish. From the moment I stepped inside, the warm and inviting atmosphere immediately made me feel at home. The elegant yet cozy interior, combined with the attentive and friendly staff, created the perfect setting for a memorable meal.
The menu at Parma Cafe is a delightful fusion of Mediterranean and local Montenegrin flavors, offering a wide variety of dishes that cater to every palate. I decided to try their signature Parma ham platter as a starter, and it was nothing short of spectacular — perfectly thin slices, rich in flavor, paired beautifully with fresh, crusty bread and a selection of local cheeses. For the main course, I opted for the seafood risotto, which was cooked to perfection. The rice was creamy and flavorful, bursting with fresh seafood that tasted like it had just come from the Adriatic Sea. Every bite was a true delight.
What really stood out to me was the quality of the ingredients — it’s clear that Parma Cafe prides itself on using fresh, high-quality produce and local specialties. The presentation of each dish was also impressive, showing great attention to detail and passion from the kitchen.
To complement the meal, I enjoyed a glass of local Montenegrin wine recommended by the staff, which paired wonderfully with the flavors on my plate. The dessert selection was tempting, and I couldn’t resist trying the traditional baklava — it was the perfect sweet ending: light, flaky, and just the right amount of sweetness.
Beyond the food, the service was impeccable. The staff were knowledgeable, attentive without being intrusive, and genuinely passionate about ensuring guests have the best dining experience possible.

We were there two times.
The first time was fine especially with the live music - they made the evening. The waiter did not want to talk to us much and was trying to avoid extra discussions with us, which is probably fine. I am not that picky.
The second time we could not make it on the roof, so we took a place downstairs (without the live music). The waiter experience was even worse. The waiter told us two times that the order would take us 1 hour to prepare. So only after we asked him if he wanted us to go, he stopped saying this. The food came faster - in 25 mins. He kept forgetting our order so we had to ask him to bring it (note that the cafe was not busy at all)
Finally, after I paid for the bill, I realized he did not show it to us. So I asked to show it and I found out he duplicated several items. After I kindly asked him why, he was trying to convince me this was correct motivating this with the fact he brought us two beers. Quoting "That is fine you have two main dishes as there is only one bear counted". I.e. the way he was saying this was very much likely he knew about the duplication and was trying to trick. We were in that restorant and food wasn't bad. But attitude to tourists wasn't good.
We know, that our friends ate plate with meat for 12.90euro. But when we opened menu not in local language, we can't see price of that meat plate. When we asked a waiter, he told us that it costs 15 euro. We asked again if it's really 15, not 12? He answered yes. After that he gave us bread and salat and said, that it's a present for us. Our friends, which was before us at this restorant had a salat like a present, too.
But after that we saw other menu near us. That menu was in local language, and in that menu meat plate costs 12.90.
We showed our waiter the other menu and asked about the price. He told us, that it's ok, we paid more for the bread.
This post is not about 3 euro, it's about relationships between this restorant and their clients. I don't write recension often, but I was badly surprised of the waiter behaviour. If he apologized to us and said that it was mistake - no problem. But he acted like it's ok!!! And of course he didn't gave us a bill after that.

Мы были в этом ресторане, и еда была неплохой. Но отношение к туристам было ужасным.
Мы знаем, что наши друзья съели тарелку с мясом в этом рестаране неделю назад за 12,90 евро. Но когда мы открыли меню не на местном языке, мы не увидели цену этой мясной тарелки. Когда мы спросили официанта, он сказал нам, что эта мясная тарелка стоит 15 евро. Мы снова спросили, действительно ли это за 15, а не 12? Он ответил да. После этого он дал нам хлеб и салат и сказал, что это подарок для нас. Наши друзья, которые были до нас в этом ресторане, тоже получили салат в качестве подарка.
После этого мы увидели рядом с собой другое меню. То меню было на местном языке, и в том меню мясная тарелка стоила 12.90.
Мы показали нашему официанту другое меню и спросили о цене. Он сказал нам, что все в порядке, мы заплатили больше за хлеб.
Этот пост не о 3 евро, а об отношениях между этим рестораном и его клиентами. Я не часто пишу рецензию, но я была сильно удивлена поведением официанта. Если бы он извинился перед нами и сказал, что это была ошибка - не проблема. Но он вел себя, как будто все в порядке!!! И, конечно же, он не дал нам счет после этого.
Извините, но действительно не могу рекомендовать. Туристы из Чехии.

Včera jsme byli v této restauraci na večeři a jídlo nebylo špatné. Ale vztah k nám, jako k turistům, byl nic moc.
Víme, že naši přátelé jedli v té samé restauraci talíř s masem za 12,90 euro. Ale když jsme otevřeli menu ne v místním jazyce, cena u toho masového talíře vůbec nebyla. Když jsme se zeptali číšníka, řekl nám, že je to za 15 euro. Znovu jsme se zeptali, jestli je to opravdu 15, ne 12? Odpověděl ano. Potom nám dal chleba a salát a řekl, že to je dárek pro nás. Naši přátelé, kteří byli před námi v této restauraci, měli také salát jako dárek.
Ale jsme se všimli jiné menu poblíž nás. To menu bylo v místním jazyce a v tom menu masový talíř za 12,90.
Ukázali jsme našemu číšníkovi menu v místním jazyce a zeptali se na rozdíl mezi ceny. Řekl nám, že je to v pořádku, zaplatili jsme za chleba navíc.
Tento příspěvek není o 3 eurech, ale je o vztazích mezi touto restaurací a jejich klienty. Nepíšu recenze často, ale chování číšníka mě velmi překvapilo. Pokud by se nám omluvil a řekl, že to byla chyba - žádný problém. Ale choval se, jako by to bylo v pořádku!!! A pak nám samozřejmě nedal účet.
