Having the option to have our meals at the Shalom restaurant during our 10 night stay in Budva at the Harmonia hotel was great. Being kosher travelers it is often a challenge to organise kosher food however, we were very excited to try out what they had to offer. The Rabbi, Rebbetzen (his wife) and family are kind and friendly and they were available to inform us of not only prayer service times but anything else we needed. There was also a shop with some home comforts which included chocolate bars, bread rolls and tins of tuna. In the restaurant, Andrija and his team worked tirelessly to ensure we and other guests had a fabulous experience (some evenings over 100 people were served!) We enjoyed being able to have a hot buffet breakfast, which was included in our Harmonia booking, to fill us up for the day ahead. Options included: cereal and milk, nuts, shakshuka, cooked vegetables, boiled eggs, various salads and cheeses, bread, fresh fruit and of course delicious pancakes with tasty toppings that were very popular! For lunch there was a special á la carte menu and for supper we had the option of a slightly different á la carte menu or the buffet. The buffet, whilst we were there, had options of: cooked fish, rice, a variety of salads, roasted vegetables, chicken, beef, bread and fresh fruit. We challenged ourselves to try as many items off the menu as we could during our 10 night stay and our favourites were the shawarma at lunch-time and shnitzel and chips and burger and chips for supper time. During busy times of year it is helpful to book a table especially for supper to ensure you get one at your chosen time otherwise you might have to wait until one becomes available as it is a very popular place! This is done via communication with the Dukley Reservations number accessible via Reception or Shalom Restaurant staff. Staff we would like to mention by name that were not only hard-working and respectful, but also went above and beyond to make sure our experience was special were: Andrija-Manager, waiting and kitchen staff: Nikola, Milos, Christina, Jelena, Jovana, Danilo, Mina and Natasha. Thank you all for everything and we hope to see you again very soon especially after winter when the Harmonia hotel becomes fully kosher with not only a meaty restaurant but a milky restaurant too! We have already recommended this place to lots of friends and family members! With thanks, Nicole and Joseph Eliahoo

Sorry, Chabad, for this review, but I now understand you’re not responsible for this restaurant—which is honestly a relief. Unfortunately, everything about our experience was disappointing. We came hoping to enjoy a taste of the Israeli food we’ve been missing, but there was absolutely no comparison. To start, the beer was served first, long before any food arrived. After a long wait, the dishes began trickling out. The hummus was moldy and tasted awful, and the tahini was watery with no hint of lemon. I also assumed tahini would come as part of the hummus dish, but it arrived separately—and much earlier than the bread, making it impossible to eat right away. When the bread finally arrived, it was a bun instead of pita, which is traditionally served with hummus. When I requested a pita, I was given wet bread that resembled pita but tasted nothing like it. The lentil soup was bland, unsalted, and lacked flavor, and the falafel was equally underwhelming—just five pieces with some sauce and cabbage, and not particularly tasty. The French fries were ok: hot and good. Anyway, sorry, but this was a really poor experience. If you want more visitors, you’ll need to seriously step up the quality of the food and service.

Shalom is more than a restaurant—it’s a cultural landmark of Dukley. With its stunning seaside setting, elegant design, and warm atmosphere, it offers a dining experience that feels both elevated and deeply personal. The food? Simply exceptional. Every dish reflects precision, passion, and respect for Mediterranean tradition. From starters to dessert, the flavors are bold, balanced, and unforgettable. Service is impeccable, the ambiance inspiring, and the attention to detail speaks of true hospitality. Shalom isn’t just a place to eat—it’s where beauty, culture, and the best cuisine in the region come together.
