My wife and I have been going to Penn's for several years now. Whenever we need a great Thai meal at very reasonable prices, this is our go to Thai. We have never had a bad meal, and we've tried most of the menu...although, I must admit we both have 2-3 favorites we almost always get.
I also love the fact that it's never over crowded, even on a Friday or Saturday evening rush. I would guess there would be several reasons for that. One, location. It is located in a small nondescript strip mall on the east side of the 515. Unless you knew it was there, you'd miss it. Second, inside the decor is very modest, with only a few wall hangings. So, I expect decor snobs wouldn't even go inside to try the food. That would be their loss.
I give this a 4 star review for the food and service. Only 4 because I do think the decor can use a fresher look. Although, it is very reminiscent of many local restaurants in Thailand. The food, as I say, is excellent. Everything is always cooked to order and fresh... as Thai food should be. There is usually only one waitress taking your order and whomever it is, is Thai. Our favorite waitress Lee, always remembers our previous orders. This is even after we haven't visited in a month or so. The food is always served hot and timely.
Oh, and if you are lucky, if they have not sold out (they go fast), try their green tea buns, they are to die for! As quoted from the LV Sun, "Fresh, soft, sweet and delicious, these doughy steamed buns filled with green tea custard might be the greatest thing you’ll ever put into your mouth."

You know those moments that you take for yourself? The ones where you go outside of your comfort zone? The ones where you don't listen to that voice in your head that tells you NOT too? Well I moved past all that and did something that was needed. I took that leap despite the fear. And because of my efforts it was time for a Lil Celebration. And y'all know me by now, I celebrate over food.
Upon entering was quickly greeted and ushered to sit wherever I chose. Menus were given and drink order was taken.
Opted for the Cashew Nut Chicken, Pork Chow Mein, Pork Fried Rice, and of course a Thai Tea. Can I say why did I need a Celebration to come in here? 100%. This place was on point with the dishes I chose. Everything was very well prepared.
Interior has several booths and a long family style table in the middle. Music was playing in the background. Everything was very clean.
Would most def recommend- pricing for the portions and quality was reasonable. The customer service was beyond hospitable and courteous. I really should have came in here a long time ago. It is a true hidden gem.

That's the broad overview so I'll drill down a bit. Last night, I went to the movies with my daughter and the movie didn't end until 8:30. We drove straight over to the restaurant after, hoping the'd be willing to take a to-go order 15 minutes before closing. They asked us if we would prefer to dine in. I said we would but we didn't want to keep them. They said they'd seat guests right up until closing time. We were delighted. We have been turned away from other Thai restaurants (Archi's) half an hour before closing and they refused to even take a to-go order so the invitation to dine in so late in their day was much appreciated. I've now eaten there twice and each time the food has been fresh, well prepared and delicious. The person serving us has been friendly and helpful and the fact that their prices are very reasonable and they are located near where we go to the movies frequently makes this a solid win for us.
