It's a lovely park, mostly isolated from the busy Bogotá traffic. If it's a sunny day it's a great place to be. There are lots of trees, plenty of benches and there is even a stream running through the middle with several bridges to cross. If you have children there are playgrounds and there is even a workout area for fitness enthusiasts. I went there for the first time today and enjoyed my lunch in the sunshine, separated from the noise and pollution that unfortunately seems unavoidable at times.
