Der Rusca-Palast wurde 1775 erbaut und sollte die Garnison der Stadt beherbergen. Es blieb bis 1990 eine Militärkaserne und ist heute das Gericht der Instanz in Nizza. Der Uhrenturm war das Symbol säkularisierter kommunaler Macht, die die Zeit gleichberechtigt mit der religiösen Macht verteilen konnte.
