Let me start with saying that Rennes is beautiful and worth a visit. But the tourist office is one of the worst I have ever experienced. At the airport there is a booth with no material at all. We landed at 6 pm and could not get anything like a small map or a brochure (the booth is only a few big pictures). In town the tourist office appeared to have moved to a new destination near Place St Anne (1 Rue St Malo). Bit out of the way for everyone, It is 25 min walk from the railway station. It is housed in the beautifully restored Couvent des Jacobins. Unfortunately it is in the basement, so not easy for less mobile people (no elevator). We booked tickets for visiting the Bretagne Parliament the next day. Paid our €7.20 each. The next day we waited with 30+ others at the square for the guide to appear. No-one came. After 30 minutes (it was very cold) someone from the tourist office came over to tell us that the tour could not be held. We could get our money back. The staffs are very friendly! Plus We booked tickets for a historical tour guide and it was totally worth it. Got to learn a lot about the place and it lasted 2 hours....
