What it really is is a trackless ride using vehicles similar to Disney's trackless dark rides, but with the vehicles riding in a shallow pool with water features and themed to futuristic boats. Your boat will move around on an unpredictable program, moving forwards and backwards and turning in a haphazard way, but never colliding with the other vehicles or the scenery.
It may not be the biggest deal at the park, but it's amusing and certainly uniquely themed.
(update: DisneySea is advertising that from July to September, they will offer a different program in which riders do get soaked.
