Horizon Bay Restaurant was a perfect early dinner stop during our day at Tokyo DisneySea. Located in Port Discovery, it’s right near Aquatopia and Nemo & Friends SeaRider, which made it a super convenient place to regroup and refuel with our kids.
This is a buffetaria-style restaurant — not all-you-can-eat, but you choose your meal at the counters, pay at the register, and find your own seat. The food is hearty, flavorful, and very kid-friendly. We ordered the Meat Patty with Demi-Glace Sauce (¥1,680), which was rich and comforting, and the Fried Seafood Plate (¥1,480) — a milder mix of shrimp, fish, and a crab cream croquette that our kids loved. We skipped the Child’s Set after confirming it contained pork, but appreciated that they offered plain rice and simple side dishes, which worked well for our picky eater.
One important note: you must book a Priority Seating slot in advance to dine here. There are no walk-ins, and reservations only guarantee entry, not a seat. We booked via the Tokyo Disney Resort website (reservations open 1 month ahead), and everything showed up smoothly in the app. Once inside, you pay before entering the dining area — no seat-saving allowed beforehand, so be prepared to move efficiently.

Read moreMy partner got the Halloween special set (which was not cheap, at 2,700 yen) which consisted of a hamburg steak, a soup, dinner roll (cutely stamped with Mickey), dessert and a drink. The hamburg steak came with some sort of taro purple sauce (which was actually surprisingly delicious). Bread was actually very fresh and warm.
I got a chicken steak (1,250 yen) with a side of rice (220 yen), a soft drink (380 yen) alongside a dessert with a collectible cup (550 yen). Food was perfectly average, nothing really special, but definitely not by any means bad. As someone else had said, the dessert was a bit weird with a sour jelly and a chocolate mousse. Didn't really work that well together, but I honestly mainly got it for the cup.
Collectible cup was really cute, but a bit hard to transport given we still had a whole day at the park. Staff members were helpful and gave us some wrapping paper to wrap the cup in to make sure at the very least we wouldn't hurt ourselves if the cup broke.
Food was fine but I'm sure it wasn't by any means the best option at the park. Would probably skip the soft drink in the future and just buy one from one of the vending machines found around the park.

Maybe it was the weather and vibes of that day, but when we went in the queue was pretty long compared to other restaurants even with our priority seating reservation, and once we finally reached the front, the ordering system was really confusing to us, and we didn’t see any clear instructions in JP/EN. Though the staff understood English there wasn’t much communication and some ladies were particularly giving us cold looks as we got our food.
The food itself was probably the worst we had from our trip in TDR, we had the special meal at the time and only enjoyed the clam soup, everything else was cold or overcooked.
