You need to purchase tickets before entering, ticket price for adult is 5€. You can take elevator to the top floor and walk a bit from start and at end on the stairs. The stairs are quite unique and old and can be considered as experience at its own. The view from the top is great, you see Gedinimo catsle tower, new center and have close view over all of the Old town of Vilnius.
