Tobacco is a big industry for the Philippines since the Spanish time and the people of Ilocos has a played a big role in the production of tobacco and the fight to abolish the tobacco monopoly. This monument is in the middle of a park surrounded by the city hall and provincial capitol. Worth a visit if you're in the area.
