It should be a place people respect for its history and part pf the Philippine culture not a hangout place for random people or street children taking a dip in the fountain. The lack of mindful behavior has left this place to be desired as a historical landmark. It is unfortunate for the local to be respectful, but most of the time being ignored and appreciated for a symbol why for the country’s history how it came to be just a sad state of reason why this country is considered a throwaway culture.

It was built in celebration of the new waterworks in Manila in late 19th century. The fountain is very elaborate, full of symbolisms of plenty and progress, an echo of the optimisms of liberal spanish and filipinos during the sunset of the Spanish colonial rule. It is a unique survivor of the destroyed spanish Manila - the baroque hispanic Manila that crumbles to the fires of American and Japanese bombs - the skeleton of the Filipino culture. Anyway the rotunda is appropriate to the fountain, it is also graceful worthy to be adored and restored to its majestic shining glory.
