Despite other descriptions here of a verdant mini-paradise, ripe for exploration by adventurous off-the-beaten-track tourists, be in no doubt: this is a sandy depression in the ground, used by the locals for walking their dogs. That’s it! The 36 (or however many!) pillars that hold up the upper area are guano and graffiti-covered, and besides are inaccessible behind locked municipal gratings. Probably just as well. Who knows what you’d catch just leaning up against one of them! The metal footbridge is similarly barred and inaccessible and the stone version is a bridge from where you can photograph said sad sandy depression should you so desire.
