There are a number of artisan establishments on the fresh arm similar to those found within the old town. There are a couple of bars selling real ale and places to eat.

The area is now a lot safer for young and old since the addition of railings in 2017.

There is a public toilet which serves all these businesses as they were built for the fishing industry I believe so don't have public loo. The said toilets are very dated and could do with modernising and a lot of air.

Yes, with the right weather Harbour Arm can be a romantic place rivalling anything the Amalfi Coast has to offer* There are some stylish little, highly authentic bars on it, where I would happily have sat all evening watching local life. You certainly feel a long way from London. Well, you ARE a long way from London, but you feel it, if you know what I mean.
