I visited in August 2025 and the open space on the hillside had been fenced off at all access points (Funston, 14th St , San Marcos, Castenada). The hill apparently has serious erosion problems with the sandy soil, and the city is trying to mitigate damage from hikers and pets.
Luckily just a block north you can get an equally great view of the Sunset neighborhood and the Pacific ocean (on clear days anyway) at Golden Gate Heights Park, which you enter from 12th Ave. (You have to go down the unpaved trail on the western side of the park to get to the views.)
Even better, a couple of blocks north is Grandview Park at Moraga and 14th, with spectacular views of the ocean and the Golden Gate and Headlands beyond.
If Hawk Hill were open I'd give it 3-4 stars for the view, but as it's not open right now, that seems misleading. Many other great mini peaks around as well, including (to name just a few) Corona Heights, Billy Goat Hill, Buena Vista, Kite Hill, Mt. Davidson, Bernal Heights, and of course Twin Peaks. Check...
