Le Terminal - Port of Québec — Local services in Quebec

Visited this port on a day where no ships were docked, and was walking on the pier behind the fence which a had a sign that prohibits entering only when ships are docked, so basically I was allowed to walk there, yet someone working there made a big deal out of it and started talking to me in French before letting me pass.

It's -10 degrees outside and I'm trying to wait inside the building for the cafe next door which opens in 20 minutes and these security clowns won't let me stand inside to avoid the cold. There's literally no one in the building so covid safety is not an argument. They did the really creepy and awkward thing where they watch you for 5 minutes then aggressively...
