I got the lucky bag pokemons on my first try (spent 2000 yen - 10/12 tries). With my 2 tries left, i got the lucky bag back to back, meaning I won 3 times in a row (basically profit). Store clerks were nice when I asked them to remove my prize that was stuck on the crane. (yes i mean all 3 of them so i asked 3 times).
Sometimes you have to explore the entire arcade space, mainly to judge which ones you THINK its likely possible to get. IF ITS NOT WORTH IT WALK AWAY (i lost to RYU figurine boxes to the point I lost 2000-3000 yen). Its a learning experience to save money as well, and understanding arcade games in general.
PS: I KNOW it is lucky dependent sometimes (like mine) but I've also gotten prizes from other machines before (like the machines way at the back), so it also depends on your skill...
