They want people to keep on coming back and its a waste of time, money and effort specially for those people like me who lived very far from this embassy. Its so frustrating that this is the only philippine consulate that is considered to be near in our area even though its not because hiroshima ken etajima shi is far from osaka. If only theres a philippine consulate in hiroshima then it would be very helpful to many people. This consulate dont give exact description of all the requirements they need. For example, they're asking for a NSO marriage contact but they didnt put that they're looking for a red ribbon marriage contract and they didnt specify how many photo copies they need. Im very disappointed because i was not able to change my status in my passport due to that lack information of requirements by this consulate and thier website. I took an absent from my work for this but it turned out into too much disappointment and to think thats its not easy to ask permission from our boss and have an approval to be absent even just for 1 day. Compared to five years ago (May of 2017), there have been some improvements (as of April 2022) COVID protocols (inside the office) are properly observed. Prior to entering there are already a temperature check as well as disinfecting stations in place. The staff also checks if the requirements brought are complete prior to entering the office. The staff at the entrance checks whether the applicant has all the requirements. He also has a list of names of people who made an appointment that day. Senior citizens are given priority. I was no longer asked to photocopy my residence card. (I had to do this in 2017 and as a result, nagkaroon ako ng Western Union account nang hindi naman sinasadya.) The digital appointment system also asks you to fill out your passport application form online. You only need to print this out, present it at Step 1 counter and sign it there once all the information entered into the system is verified as accurate and up-to-date.
Kaya lang, marami pa ring pwedeng gawin para mas mapabilis and mas maraming mapaglingkuran in a space of one hour.
Uneven workload among staff members: Nag-iisa lang po ang taong naka-station sa Step 1, ang pinakamatagal na parte ng proseso dahil nandito po ang verification of documents and confirmation whether the information is accurate. Dito rin po nagaganap ang mahabang paliwanagan para sa mga taong may additional requirements or may special circumstances. Habang abala po ang Step 1 worker at sa kanya nakatutok ang humahabang pila, sya namang petiks ang cashier. Kung ang cashier sa convenience stores ay kayang mag imbentaryo or magrestock ng supplies pag walang paying customer, bakit hindi po pwede sa ating consulate? With more flexibility among the staff na walang masyadong ginagawa, mas mapapabilis ang proseso. Unnecessary documents: The website of the consulate specified that we bring some proof of the email confirming the online appointment (which I printed out) and the said email also included an attached feedback form. When I got there, hindi naman po hinanap ang email appointment because they already have a list of names. I was also given a feedback form by the staff (which I already have). Difficulty getting a passport appointment: The slots are opened every one or two weeks, but they also fill up quickly. I woke up at 4 am to “wait” for slots be opened. I kept monitoring the website until 7 am (because I have to go to work), only to find out na around 8 or 9 am nagbukas ang slots. I was already working then. That same day, around 6 pm, wala na pong slots for the entire week. Ganito po kabilis at ka-elusive ang slots. Malingat ka lang ng ilang oras, isang buong linggo na ang napuno. I am speaking as someone who has Internet access and highly familiar with technology. Paano na lang po ang mga kababayan natin na walang 24/7 Internet access, busy sa trabaho at hindi afford ang mag abang sa website maghapon, or digitally illiterate or hirap sa teknolohiya?

I am the husband of a Filipina, I have two children with Filipino nationality. My wife and kids went to the consulate maybe more than 3 times. The 3 times we were poorly attended at the concierge. He is an arrogant old man who is always there. I have been several times to the country of the Philippines and I have always been well attended, with respect and dedication. I was delighted with the education of the workers. Always calling me sir and asking kindly. Unlike what I saw here in Japan at the Osaka consulate. Although I got excited, I went to google maps to record the poor service, and it's not surprising that many other people have commented the same sentiment about this employee.
