Quick summary: if you are staying in Shibu Onsen (town), check with the hotel since they should give access to the public onsens.

If you are not staying (as we were) you are only entitled to go to the number 9. You pay 800 yen in the visitor center and any hotel close to the onsen will open the door for you.

Bring your towel. It is not allowed to shower, so dont bother bringing shampoo. It is obvious, but there are separate facilities for man and women. Tattoos allowed.

Water is very hot, turn on the cold water tap if you feel like to. There is a small sauna as well, but it was no hot enough (perhaps it was not a real sauna, idw)

It is very old and simple, but worth the experience. I recommend staying in town to fully...

I only had an hour to spend finding an onsen, and the lady at the information counter here was very helpful. She gave me a map and several recommendations of places that would be open. The place I ended up going I had a wonderful bath.

In this town there are maybe 10 public baths that you can access with a key, and you could either pay at this counter to get the key or possibly get it from your hotel when you check in, depending if the hotel does that for its guests. There are also private baths in many of the hotels that you can use instead of going to the public baths, in which case you would pay at the hotel. That can be kind of confusing, so I felt it was comforting to talk with the staff here before going...

One of the few Onzen towns where you can do public bath hopping dressed in your Yukata. But you only get a key to those public baths if you are resident or stay in one of a selected list of local accommodations (see attached picture with key symbol next to it). Only bath no 9 is accessable without key.
