The 3rd floor of building C is NOT wheelchair / stroller friendly. Uniqlo doesn't allow access to the large freight elevator which is available on every other level of tower C between noon and 8pm. There are 2 other sets of passenger elevators on that floor, but one elevator doesn't stop on 3F and the others are always filled with regular people who don't want to take the escalators up to the movie theater at the top of Tower C, despite one elevator being specially marked as being for disabled and strollers etc. I was there today with a stroller and a family member who uses a walker, and we had to wait 15 minutes just to get the person with the walker a space in the elevator to get off that floor. Tip: the mall is separated into 3 separate buildings: A, B and C, and the easiest way to get to building C from building A or B is using the passage on the 2nd floor.
If you're staying in the attached Courtyard Marriott, take the elevator from the 7th floor lobby to the 2nd floor then walk all the way to building C then take the elevator to the 7th floor.

We loved eating at the elephant cafe where they had a play area for the kids (spend $1000nt and get a elephant cart to stroll around the mall). It’s also walking distance to a busy Raohe night market. It’s super fun there and lots of amazing street food.
