Bought 2 quadro GPUs from PC Server & Parts on eBay. I ended up scraping the builds they were supposed to be used in and requested a return request for the GPUs. The eBay listing accepts returns but stipulates that buyer pays shipping. So ebay generates a label and charges me $20 for it. Upon return, they charged me a 25% restocking fee and they described the reason for the restocking fee as "Return Reason Changed my mind".
The "Changed my mind" return reason is one of the reasons they accept on their return policy on the listing. But yet they turn around and scam charge a restocking fee for the same reason.
They are only allowed to charge this if the item is damaged, missing pieces, signs of use etc. I did not use the GPUs at all.
I wrote them a message but they never replied. Unfortunately I did not think that a big seller like them would be scam charging restocking fees so I did not check the return case in time as I could have disputed it and ebay customer service refunds me without taking the money from them.
I also left them negative feedback on ebay but it seems they were able to get it removed (perks of being a big seller?) so I am sharing my experience here.
I see they are quite responsive to reviews as well as negative/netural feedback on eBay but they have yet to respond to my ebay message. All that for a $40 restocking fee, congrats.

Thank you for replying with a very uninformed response that proves my point. What IS well documented on ebay refunds policy is that you are NOT allowed to deduct on refunds to recoup shipping costs. If you charged shipping separately on the original order, you don't have to refund that. But my order was FREE shipping. You can only deduct for damage, use, or loss in value. When I never used the item, there is no loss in value.
And I don't know why you stated buyer is responsible for return shipping. My review already said I paid $20 for return shipping which is fine. But you charged me $40 restocking fee and wrote "changed mind" as the reason for the fee. Your return policy literally accepts returns for any reason including this. What was the $40 restocking fee for then? To recoup shipping charges? To make money on returns? I run a ebay business too and I am TRS with ability to charge restocking fee on returns. Read moreHORRIBLE! I purchased 2X HPE ProLiant DL360 Gen 9 servers with significant issues. Upon arrival(the shipping boxes were in great condition), One server had the front locking cradle bent which prevented it from locking into the server rack. The other server was missing pieces on the back side. Both servers were missing TPM modules which were supposed to be installed. 7 of 16 HDD cradles did not even register. The RAM tests failed on both servers for Address/Random Address/Read/March/Noise and Walk test. They were all authenticated HPE RAM modules.
This was what I received after their technicians had refurbished and tested the server! They did mail the TPM modules and drive cradles. I had to update the UEFI and some other drivers on the servers that were very outdated. I did have problems trying to identify which RAM modules were bad. I spent a significant amount of time just updating and testing the servers with multiple faults/problems that I had to just return them. Instead of PCSP technicians ensuring I got a great product that worked when I received it by testing and fixing issues found, I ended up wasting countless days of work trying to resolve issues on these servers. Every problem I found turned into, oh now I need to reset all these backplane connections, oh now I need to reset all the RAM modules, oh now I need to do this and that because it was not fully checked before it left PCSP. To top that off, I had a very challenging time just trying to reach anybody! I left voicemails that were not returned, then it filled up and was not able to leave any messages moving forward. Almost every time I called I was never able to speak with anyone and very much had a communication issue with PCSP throughout this entire process that led me to ask if they were going out of business.
I was able to get a refund, however, PCSP has continually failed to refund the return mailing of the defective servers even thou they initially arrived defective and malfunctioning! I believe this to be a violation of their own warranty and still seeking reimbursement of the...
Read moreThis is the second time I ordered a machine from them. The first time was fabulous: fast delivery, excellent working condition. Very happy.
This time I did the build-your-own again for a HP Z440. First they shipped me a workstation with the cpu improperly installed (pins in one corner were off), and I know they never tested the machine properly before shipping it (simple booting of an OS iamge from USB?), or they would have caught the error right away.
OK, np. Stuff happens. I get it. I contacted them, and to their credit they agreed to send me another motherboard rather than have me return the whole machine, and to send me some thermal paste. First I got the motherboard, but no thermal paste, so a trip the store and $25 later I get the motherboard installed. This time everything boots right away (good), but the network port wasn't working (OS can see the MAC, but says the cable is disconnected). In other words: they didn't test the hardware again.
This was not the way I wanted to spend my money or weekend. One mistake was acceptable, but two in a row? It's too bad, because the people on the phone have been pretty nice and helpful, but the utter failure on their part to properly test the hardware before shipping is inexcusable. On top of that, I have to waste more than two days tracking down hardware errors and doing the job I paid them to do assembling my machine, not to mention the additional cost for the thermal paste and separate network card. No point in contacting them again given I'll probably get another bad piece of hardware, and at least my machine boots properly now.
Bottom line: don't purchase your hardware from them. You're just playing Russian roullette with whatever...
