Five Below — Local services in Portsmouth

Was a little disappointed at the staff here -- they were sold out of the item I was looking for asked if the would call the Portsmouth store was told they weren't allowed. I was purchasing 4 children's backpacks and I said I could exchanged these backpacks at the Portsmouth store if they had the ones I'm looking as long as the tags are on with the receipt and was told by the young girl at the checkout that you CAN'T exchange or get a refund at another five below because each store has its OWN policy???
