ORDER OF AN EXECUTIVE OFFICER To: RE: 1380690 Alberta Ltd. “the Owner” The food establishment located in Lacombe, Alberta and municipally described as: South China Sea Restaurant, 5401 Highway 2A
WHEREAS I, an Executive Officer of Alberta Health Services, have inspected the above noted premises pursuant to the provisions of the Public Health Act, RSA 2000, c. P-37, as amended; AND
WHEREAS such inspection disclosed that the following conditions exist in and about the above noted premises which are or may become injurious or dangerous to the public health or which might hinder in any manner the prevention or suppression of disease, namely: a. Poor sanitation was observed throughout the facility; b. Poor hand hygiene practices were observed; and c. Several light fixtures in the food preparation area were not equipped with shatterproof covers. AND WHEREAS such inspection disclosed that the following breaches of the Public Health Act and the Food Regulation, Alberta Regulation 31/2006 and the Food Retail and Foodservices Code exist in and about the above noted premises, namely: a. Poor sanitation throughout the entire facility, including floors, walls, ceilings, high touch surfaces, hard to reach areas, ventilation hood filters, bulk bins, scoops, microwave, shelves and various non-food equipment. This is a contravention of Section 28(2) of the Food Regulation AR 31/2006, which states: “A commercial food establishment, all equipment and utensils in it and all surfaces in it with which food comes into contact must be maintained in a sanitary condition and, without limiting the foregoing, must be washed and sanitized in a manner that removes contamination.” b. The detailed cleaning schedule is not being followed. This is in contravention of Section 29(1) of the Food Regulation AR 31/2006, which states: “A commercial food establishment must have written procedures designed to ensure its safe and sanitary operation and maintenance.” c. The floors, walls and ceilings were not in good repair, smooth, and easily cleanable. This is in contravention of Section 17(1)(a) of the Food Regulation AR 31/2006, which states: “An operator must ensure that, before operation of the commercial food establishment commences, the commercial food establishment is of sound construction and in a good state of repair.” d. The chemical dishwasher was leaking. This is in contravention of Section 28(3)(a) of the Food Regulation AR31/2006, which states: “All equipment and utensils in a commercial food establishment must be kept in good working order and condition.” e. The ice machine was in disrepair with scotch tape used to hold the front panel together. This is in contravention of Section 18(a) of the Food Regulation AR31/2006, which states: “An operator must ensure that all equipment and utensils used in the commercial food
The above conditions were noted at the time of inspection and may not necessarily reflect all deficiencies. You are advised that further work may be required to ensure full compliance with the Public Health Act and regulations, or to prevent a public health nuisance.

Cooks religiously smoke while working, as evident by the dozens of packs littered around the work areas. Meats were left to defrost next to different fresh meats on the floor of the dishwashing room. Peanut oil coated every surface of the kitchen. Grease drippings over 3 inches long coming from the traps and falling onto cooking surfaces. They do NOT clean unless legally required to do so, at which point they hire friends to do the work so as to not get reported to the health authorities. I would not feed their food to my dog.
