Simply put, a scam.
Firstly, they seem to be in cahoots with the tour guide company, whom make it seem like they are the only restaurant in the area, and therefore ask for a prepayment from a select of 3 meals.
Secondly, the meals in question (Japanese Teishoku) is ridiculously overpriced, costing at around ¥2,000 for a set meal, which usually sets you back ¥700 - ¥1,200 when you are in the heart of Tokyo, not to mention the quality is terrible and cold upon arrival as they prepare it well before you even arrive.

It felt like a scam and a tourist trap. The tour organizers should be ashamed to include this restaurant...

The staff all speak English and quickly understood our needs. Overall, it was a great experience.btw, the Wagyu beef was...
