Old world restaurant... The service was good and fast, but the food itself lacked. 2 stars for atmosphere because the building appears to be an original to Puerto Nuevo and has a balcony that overlooks the market and ocean, but appears that it has not been updated in decades.
Otherwise, as for the food, They recommended the lobster special, but I ordered fish tacos. I wanted grilled, but they only had battered. When It arrived, the corn tortilla was cold, and there was more batter than fish when I bit into the taco. If the batter was crispy throughout and/or it was a flour tortilla It may have elevated the plate's profile. Also ordered some Chilaquiles, but those also lacked the crispness too and flavor. On the plus side, the Large Shrimp cocktail and the margarita were on par with what we expected in terms of size and flavor.

It was like a panko type of breading, which was crunchy but very dry. This combo plate also comes with a complimentary margarita, I had it on the rocks. Rice, beans, homemade tortillas, guacamole, and chips/salsa for $26 USD. I honestly enjoyed the homemade flour tortillas, guacamole, and beans the most.
The service was great, very fast, and attentive. Our server made sure we had everything we needed. The atmosphere was nice. We ate outside on the balcony. We could see the ocean, people shopping the mercado, and Mariachis playing.
