Question here is not about the 5 stars, but about this café being the best in BL or not. I argue that it is, and three facts sustain my hypothesis:
Absolutely outstanding staff and ambiance. It's a café and has what you need, not more. That's definitely a plus. Friendly, fast, well done.
Coffee is pretty good. They use Rossini from Italy in two variants, a 100% arabica for espressos, which are correct in extraction (not like the "buckets" they give in places like Starbucks). Prices have no competition around the city: 0,90 € for an espresso. There are vegan drinks as well for capuccinos and lattes.
There's a small selection of food, but they do make their croissants in place, and are good, very good.

I come back to KeP's (and Vespa, they're one in the same) often because the coffee prices are inexpensive and the croissant with pistachio cream is amazingly delicious.
