I have eaten at this location twice so far and both times was for lunch. The first time I ordered the Teriyaki Chicken over Rice, the second time I had the Spaghetti Carbonara. I enjoyed both meals although the serving size of the spaghetti was very small, I was still hungry after eating it and ended up eating somewhere else a couple of hours later.
The restaurant is somewhat small so it might be advisable to avoid high traffic times for lunch and dinner. On my first visit there were a number of people there, one table was very loud, the sound was just bouncing around the small dining room making it almost impossible for anyone else to have a civilized conversation.
This S&P is a little difficult to see from the road as it is pushed back from the street and resembles a residence. It is located on the east side of Phetkasem Road just south of the Marriott Resort.

That said it was delicious, but so was the joke at Sampet Joke in Chiang Mai for about ฿45. The price of the food reflects what you would expect from a place with this level of quality service and food, at a prime location in a seaside tourist town. This is a clean, very nice, light and comfortable restaurant, with a friendly staff and rapid service. It's a chain restaurant, but doesn't give that 'cookie cutter' chain restaurant impression. We were surprised by this little restaurant/bakery shop The fried seabass was hugh, excellent fresh and very tasty. The Chinese broccoli with Chinese mushroom was very good just like the Hong Kong style. Then the fried egg was amazing. We never ate such an egg dish before. Also the home made ice tea with lemon was as good as the food. Although we have enough we ordered a 'layer pandan cake' and a pot warm Chinese oolong tea to share. Total we payed less than 900 baht (included 10% service charge). May be a little bit expensive for a lunch in Thailand but it's very worth for your money.
