Cerbul Carpatin Watford — Restaurant in Watford

I invite my wife to celebrate 25 years from our wedding at this restaurant. I call in the morning and make a reservation. Don't need as restaurant was 99% empty but the lady on the phone say is busy and at basement is party ( she lie - no party). When arrive at restaurant nobody was there to place us at our reserved table. After a few minutes come a guy and we understand he is waiter and is only this guy in all restaurant who manage everithing. We order what we want and we was served pretty fast because only one more table with customers in all restaurant. During the time when eating some ppl. come inside but they don't know to close the door and all cold air come inside. Out was 11°. Door have a device to close the door automatically but was defect and is not defect from today... as we was 2 months ago and was in same condition. Food was ok except pickles who was from turkey product not Romanian. Big surprise come when ask for bill. It was an advertise where is state CASH ONLY.... In the spring I was with some friends and was same adverise and waiter told as the network not work to pay by card. We say ok... It happen. 2 month ago when I was with my wife to take lunch, same in a Sunday, waiter told us as POS is at a festival where the restaurant offer catering. As I know each company must have at least 2 POS. Today same situation... can not pay with card. Clear this restaurant don't record all transaction and this is illegal. HMRC know this....?? Another big surprise when see the bill At the end was added: SERVICE CHARGE 10%.... This is absolute disgusting to ask for TIPS !!! It have to be my decision if I want to let TIP or not and I have to go chose how much I want to let. Is first time in my life when I see this... a waiter to ASK for TIPS and to put on the bill abusive without my permission.!!!!..... I'm from Romania and I want to spent a nice evening with my wife in a Romanian restaurant but apart from food, except pickles, atmosphere was a disaster and the fact to ask for TIPS and only pay cash, piss me off. Definitely I will avoid this restaurant where quality is go down and owner practice illegal transactions. I recommend ppl to avoid...

Where do I even start at how awful this place is. I am Romanian and went with some English friends there. To begin with they only had one menu in English and it turns out that the English menu only lists about 30% of the food that is on the Romanian menu. When I asked the waiter why is the English menu incomplete and is missing the main courses he just said that's how it comes and he doesn't know. And on top of that I am 99% sure I spotted different (higher) prices on the Engish menu than those on the Romanian menu. It took about 4 hours for us have the full meal because of the extremely slow service but also they did not have most of the food on the menu as they seemed to have ran out of everything. The quality of the food they had was also not that great. There were other people in the restaurant at the same time who were very angry with the slow service and poor qulaity of food and people were walking out without even eating their food as it was that bad. The customer service received from the waiters was appaling. One of them could not speak an ounce of English and was so slow and useless. She brought us the cold starters without bread and we had to wait about 20 mins for the bread as she kept fogetting to bring it. The table was left uncleared for ages even though she had the opportunity to clear it several times. Ordered a beer that never arrived, asked for extra plates that never arrived, asked for the menu about 3 times before she remembered to bring it.. She seemed to just forget stuff the minute she walked away from the table. They were apologetic but rude and annoyed at the same time if you can imagine that as if we were inconveniencing them somehow by not putting up with their bad service and lack of food availability. Romanian traditional food restaurant. Food is great, I have tried different dishes as I have visited this place for a few times and I had a few times delivered the food too (delivered food portions got smaller than before). I love this food as it’s quite similar like food from my country. Once we come for a meal and I asked for a table in English, the lady refused to serve me, but my husband is Romanian, as long as he spoken in Romanian language - straight away we got a table. The most recent visit we were served by old lady... I don’t think she speaks English too... English speaking staff would attract more customers! Any way, I love food and I will be back, but just...
