First of all, the only person that's nuts is Kyle. If I had a murder in my front yard and called 911 the BPD probably wouldn't show for an hour. So to believe a sandwich shop owner had that much clout that she could summon a patrol officer down to give a ticket to a legally parked card is a quit unbelievable. What is more likely, is that Kyle went to Dagneys and bought his usual small coffee and planted himself there sucking up free bandwidth and writing crappy restaurant reviews and lost track of time and violated the time permit.
