The restaurant is located in the strip mall, not easy to spot. I ordered the takeout and had an opportunity to observe the surroundings. On a quiet Monday and there were a lot of customers, surprisingly all non-Asians. This obviously is a family business and (I suppose) is run by husband and wife. The restaurant at the time when I was waiting was super busy and I had to order from the window looking into the kitchen and was able to see how the food was prepared. The dynamic pair was working in unison and the customers all seemed very happy even though there were some waits. I also overheard a lot of good comments when the customers paid the cook/owner. I saw some comments from the reviews about not getting good service and the owner didn't care; the feeling of being ignored is understandable as the cook could be doing multitasking and was too distracted to respond while doing his work. Anyway my orders were all quite decent. I wouldn't say it's the best but for a local neighborhood catering to mostly westerners, it is as good as it gets. Read moreI'm fairly new to Bellingham and am used to the abundance of phone shops in Seattle. With that being said, I was delighted with the pho at pho ly. The flavor of the broth was delightful, the portions were great for the price and all the ingredients seemed fresh.
The reason I am giving them 4 instead of 5 stars is that the floors in the dining area were absolutely disgusting. I kept feeling something crunch under my shoes while sitting and assumed maybe the last diners had dropped some food, but it bugged me so I looked down to see what it was and it seriously looked like the floors hadn't been tended to in forever. And it's not like we were there at the end of the day, they open at 11am and we were there probably about noonish. There was hair and food crumbs all over the floor, super gross. At least the tables, utensils, plates and cups seemed clean, since that's the important part.
Since it's close to the only pho shop in town, I will return, but I really hope they start cleaning thier dining area a little better. I didn't go to the bathrooms as I didn't even want to imagine what the bathrooms would be like if the dining room floor was...

Will have to agree with some of the other reviewers that the walls had a lot dirt and splatters on them. Not just in certain areas but pretty much all over. We also seated ourselves when we came in and all the chairs were scooted out from the tables which made me wonder if they had been cleaned before we took our seats. Place was very busy and we watched many to go orders come and go and several patrons leave and others seat themselves at the same tables previously occupied, all without one table being cleaned before hand. In summary we will probably have Pho from here again but will get it to go.
