China Chef — Restaurant in Chesapeake

This was my 1st time in many years that I have tried Chinese food. A friend recommend this place. I order 1 eggroll and shrimp fried rice. Simply and easy. The eggroll was okay. I took one taste of the rice and I can tell by looking at it, the rice was not fresh. The rice was left from the previous used or previous days. I just threw it out. I didn't even waste my time going back up there, considering the racial stuff they are going through, I didn't want to cause a issue. Waste of money on this one. Never again will I eat there. Came in today to have my lunch. Paid for it with my card. The transaction went through on my Cash App. Saw the activity log that they took the money. The food I tried to order. I come to get my food. They did not give it to me claiming their machine said it was declined when I showed them my activity log and showed them my cash app that they took the money. They still refused to give me my order. I've had good and ok experiences. But, if I had a legit problem, I contact the business. Just asking, how are they to a). fix, b). correct, or c). if it's appropriate, apologize for a legitimate complaint when they don't know what day, what meal, or who prepared and packaged and served it? Most importantly, who they need to discuss the situation with. (At a drive thru, I've gotten soggy and spicy hot tacos when I specifically stated I can't tolerate them after driving all the way home and find them.
