Starbucks Coffee Company — Restaurant in Gilbert

I walked a couple miles with my friend and dog, my friend went inside to ask for a cup of water for us to share, and a small cup for my dog. The lady refused her a cup of water claiming she charges 50 cents for the cup, not the water. My friend tried explaining how it was illegal to refuse someone a cup of water in the state of AZ, she still refused and said she couldn't serve the water in anything else than a cup that would cost money. I have never had another Starbucks location refuse me a cup of water, nor have I ever been charged for one. We ended up walking to Dunkin Donuts where they gave us two water cups without asking...
