In Irvine, I've been to Philly's Best about 30 times since I used to work in the area, it was always very good. This PB in Orange was not as good for a couple of reasons: no condiments on the tables, old fries were mixed with fresh fries and the cheese on the fries was not piping hot like I'm used to. Also, in Irvine you must use a fork on the fries eventually because they ar drenched in the hot cheese. In Orange they used less cheese and it was not hot enough.
In Orange, it was a Monday at high noon and the shop was empty - I suppose this could be the reason for the temperature issues, but it could also be a sign that they are not developing a base of returning...

Most of their ingredients are imported from the philly area so their availability of specialty items such as birch beer and tastey cakes is dependent on how many sold between shipments. Having lived just outside philly for 8 years, I'd say they do a decent job getting that particular flavor profile right.
