Super Chinese Restaurant — Restaurant in Philadelphia

I've ordered from here a few times the food is okay because it's convenient and in the area. My issue is the inconsistency with the delivery charge. Before I place my order.I always add up my order to see my total and I also ask how much my total is on the phone after placing my order. I've noticed certain times I am charged a the delivery fee and sometimes I am not. That becomes an issue for me because it's like you're picking and choosing when you want to charge it. I don't mind paying the fee but I do mind you picking and choosing. I've placed orders before that reach the minimum of $15 and paid only $15... no fee delivery...
