They require two people to fly as a visitor. First time I have ever encountered their stupid rule after flying in many countries across the world. Not cool.
It goes completely against the spirit of the sport. Having two people does not in anyway make it “safer”. It’s clearly a rule to discourage visiting pilots.

I'm a professional paraglider and parachutist and because I don't speak Japanese well I was prevented from flying in Hakuba. I have flown in many places around the world and this was the first time I was asked to speak the local language so I could practice free flight. My impression is that the owner of this school doesn't like foreigners and is more interested in making money with tandem flights....
