Had I come in February, most definitely I can see the famous scene. Anyway, the area was very touristy. Many tourists flocking the streets. You have to pay extra charge to enter the famous traditional houses. Lots of souvenir shops. The observation deck was reached by walking about 20 minutes from the bus stop, to the top. The road was ascending, needed extra effort. It's written that if snowy, the observation deck should not be reached because it's dangerous. Considering the uphill condition, it's understandable. I also went to Hida Takayama folk village which has one house similar to the traditional houses in Ogimachi. If you're interested in the educational side of the house, and less touristy place (not many tourists), Hida folk village may be an option.
