The Mayor of Eagle and City Council can ARE LOOKING TO vote and approve an annexation of this, type without a specific vote from its citizens base is a FLAW in our local political system. As a mayor and council you are responsible for your actions for the community.
Our State Statutes that need amended. Our mayor and Council are driven to make this decision in such a manner, that very much against the fiber of the community in a complete arrogance manner. You can legally can do this without a direct citizen vote does not mean they should.
Avimor was approved by the Ada County Commission in the early 2000s as a community; stand alone not part of Eagle.
A planned development (Planned Urban Development). The County approval and intent was to be an Ada County planned community, not to be annexed into the City of Eagle very similar to Hidden Springs.
This is very similar to the Ada County planned Community of Hidden Springs. Hidden Springs is also an Ada County planned community, located in the foothills of Northwest Boise, not it the Boise City Limits, and remains in the County as intended by the original development agreement. The multitude of reasons the proposed annexation of Avimor is both shortsighted, and clearly not in the best interest of the City of Eagle includes, but is not limited to:
At the core of the proposed annexation is the developers desire to exponentially increases the residential density of the project. This is the number one motivation on the developer side, increasing the current maximum density in the Ada County development agreement of approximately 2,900 homes, to almost 9,000 homes if allowed to be annexed and fall under Eagle City Code. Again, this is the number one motivation of the developer, all other reasons given by the developer are smoke screens, as this is clearly a density play / profit generation undertaking. How much is the developer going make?
We have heard very little from the Mayor and City Council regarding the upside to the City of Eagle regarding this annexation. Mayor Pierce simply stating the City canāt ākeep its head in the sandā regarding foothills development surrounding Eagle means nothing without substantial details. If in fact the goal is to limit density/residential development in the foothills to the north of Eagle, donāt annex, and leave it under Ada County regulations which inherently limit growth and density via much more restrictive zoning regulations. However, that does not appear to be the Mayor or City Councils goal, refer back to point Number 1, which drives everything. With this one Mayor / City Council vote the City of Eagle will physically double in size. Has this ever happened in Idaho, the Northwest, anywhere in recent times? The obvious stresses; fire, police, schools,water, sewer, emergency services, etc.
How do the current citizens of Eagle benefit from a pure Infrastructure perspective with an annexation of this magnitude? They donāt, they just pay for it. So, I ask the Mayor and City Council, what specifically is the upside of an annexation of this magnitude?
Please provide a very specific list of pros to the City of Eagle, versus the never-ending list of cons, that would motivate the City Council and Mayor to change the course of the City forever. This needs to be a vote of the citizens of Eagle!. Mayor and council have you done your home work on water and long term effects??\

Many of us live near business dumpsters and the dumpsters are emptied several times a week at 5:30 am or earlier. We hear the trucks loud backup beepers and all of the dumpster noise for multiple business dumpsters. It would be so much better if they were emptied later in the day. It's sooo loud and wakes the neighborhood, kids, pets, you name it. Is there a noise ordinance in Eagle that applies to this situation? Please help all of us in Eagle who live near business dumpsters. Also, we know many who live in an Eagle neighborhood whose HOA doesn't allow them to recycle. They would be so thankful if a recycling dumpster for cardboard could be added near the ones in town for glass and plastic. It's 72 homes that just want to save room in the landfill.
