This is a beautiful garden that it is open to the public. I've seen reviewers complain about rules at this park but I don't think the rules that they impose are really a problem unless you're a squatter or you just enjoy doing whatever you want and hate rules

The rules in place basically make this a good place to visit and not a place for picnics, yoga on the lawn, or camping of any kind. This is a place to come and sit down on benches and just think or meditate if you want. Most people that come here walk around for a short hike and see the sights the plants the trees and the View.

You can bring a dog here but make sure you have a leash and you re actually using it. There's no cost but they do have a donation box which is recommended that you put some money in to help support them keeping this open to the public and maintained.

I visited this place during the fall which was beautiful due to the changes in the leaves.
