UPDATE (2/19/23):
Since I've been here, we have seen three different management companies. One of the managers described the move from SL Nusbaum to JAG as a "dark period," but you can tell the dark period is still ongoing. My lease ended October 2022. It's February 2023 and I'm still on a month-to-month lease even though I've requested multiple times to be put on a new 12-month lease option, both through in-person meetings with the management staff and through emails. The managers say they have no idea when they'll be making new lease offers because that process happens off-site, but it's definitely not normal to still be on a month-to-month four months after the last term ended. It reeks of incompetence. So, in the meantime, I'm stuck wondering whether my rent will randomly increase month after month -- even though I've been asking since October. There hasn't been any urgency shown on the part of management, and they've instead been slow and noncommunicative.
Several months ago, the managers stopped allowing rent payments using a linked bank account or through checks. If you want to pay your rent online, you'll have to pay a 3% "convenience fee" to use your credit or debit card. If you do the math, you'll wind up paying hundreds or $1000+ a year just for the "luxury" of paying your rent online. It's ridiculous! Your other options are to pay with a cashiers check or money order, but it's 2023 -- you shouldn't have to pay extra just for the "convenience" of paying your bills online.
Ms. Pam was the main person showing competence in this building. She left about two weeks ago, and I get the feeling things are downhill from here...
Although I plan to update to give my experience later, I had a great experience leasing my new apartment here! Not only is this place flat-out beautiful and in a great location, but the concierge staff and leasing agent were top knotch.
Pam at the concierge desk is fantastic. I came in to tour on a day when there were back-to-back tours as well as a few tenants who needed the concierge's assistance, and she was able to help me and everyone quickly, with care, and with kindness. Even though I had to wait less than ten minutes for my turn on the tour, she greeted me, gave me regular updates on when the leasing agent would be ready, and had great attention to detail.
Rocky, the new leasing agent, was very helpful in answering all my questions. She made the leasing process as smooth as it possibly can be. She works very hard, yet was very friendly and always on top of her game. She never brushed me aside or put off my application until later. I turned in my application the day I did the tour, and within a few hours, we touched base a couple times over the phone and my application was approved -- an incredible job given the back-to-back tours she gave and the dozens of questions she fielded between me and the other guests.

She balanced talking with me about my issues while also standing up for her team when necessary, which I respect.
For those wondering about noise, it's true about the walls, ceilings and the floors. You can hear so much. Walking, barking, everything. So if you're noise sensitive, probably not a good idea.
As for the management team, absolute trash for the most part. (I had a list of issues and Amanda Hartman was willing to have a face to face conversation with me and talked/helped me through my issues). I have lived here for 2 years and dealing with the management team has been incredibly grating. I have seen them be really friendly and helpful with some tenants while I have been ghosted, dismissed and put on the back burner, MULTIPLE TIMES. The leasing manager is unhelpful and never follows up. I don't know what I did to upset them for them to treat me like this, but they are clearly playing favorites. I try to not interact with them unless absolutely necessary but when I do, I try to be cordial and patient but so what? They even left me on hold for 1.5 hours, checking on me once in awhile, saying that someone will be right there to answer my call. No one got back to me. When someone does answer any calls or emails, the responses haven't been great. They listen and act like they care, say they are going to help, but after the communication ends, nothing. Don't tell me things if you're not going to do them. I have heard from other tenants with similar experiences to mine, that the management team only starts to act right when upper management gets involved. It's absolute nonsense. I pay to live here and they are paid to be there. Yet I have to kiss up to them for them to do their jobs at all? We don't have to be friends and I don't want to be treated like I'm special but at least do the bare minimum of your job description.
The number of times the building fire alarm has gone off for non-drill reasons is insane. The elevators are breaking all the time. The trash chute is unavailable randomly so people stack trash in the trash room and unsurprisingly, there are pests. The garage doors have so many problems. It's a door. Why is it breaking all the time??
The maintain team is awesome. They're really efficient and nice. I had multiple issues with my unit and they have been so great. I interact with them the most, and that helped me survive...

Genuinely one of the best apartments I've ever rented.
Only reason I moved out is because I was forced to due to a work-related obligation. Would highly recommend if the price is right for you.
Building was essentially brand new when I signed my first lease in 2022; still feels new in Nov 2024. Almost everything is modern and well thought out. The property is well-maintained and kept super clean.
The rooms (at least the ones I've seen / lived in) are fantastic. Fairly spacious, with dark faux-hardwood floors and large windows.
The supplied appliances (fridge, washer/dryer, stove, microwave) are modern, and for me, reliable. In case it isn't obvious, all units have central air and heating.
The building and rooms are already wired up for the major internet providers, including Verizon Fios (I had gigabit, but you might even be able to get more - not sure).
I don't know if I was just lucky to have quiet neighbors, or if the walls and ceilings are well-insulated, but I didn't experience any noise issues from the others in the building during my entire time living here.
The location is fantastic, and walkability is perfect if you enjoy Downtown Rockville.
Amenities are good, too. Gyms, pool, dog washing station. I especially love the communal, second-floor patio/balcony area.
The building's ownership changed hands about a year ago, but the desk, maintenance, and leasing staff have remained wonderful. (Special thanks to Mai in the leasing office for the high degree of attentiveness and support during my move out process).
Here are the only cons I can think of regarding this apartment:
There's a fire station nearby, so depending upon which side of the building you're on, you might hear sirens (for what it's worth, my unit was directly facing the station and it was not a huge issue for me) The AC in my unit was a little loud. Not obnoxious or clanky - just the sound of the fans and air. Really not a big deal, but something to consider if you're a heavy AC user. After the building's ownership changed hands about 1.5 years ago, my rent went up by 20% for the next lease. Prior to that, rent had only increased by ~5% each year. Neighbors confirmed this was the case for them, as well. I don't know if that was that just a one-time thing due to market conditions, or if it will be a continued trend.
