The ruins are accesible from the C&O bike path or just off M st below the exorcist stairs. It's fenced off, but the fence is ineffective at best. You can walk out to the cliff and look down on the water. It's a great perch. There's a ton of graffiti nearby too.
People into the history of the functioning aqueduct canal won't get much. You'll see the height of the water relative to the river and the size of the last remaining lock.
